Basic Education Policy Approved

The 13th Assembly of Tibetan Peoples Deputies at its 8th Session held in September 2004 unanimously approved the Basic Education Policy (BEP) for Tibetans in exile tabled by the Kashag (Tibetan Cabinet) with few specific recommendations for change. Earlier three workshops have been conducted to deliberate on the draft BEP wherein eminent scholars and educationists from India and abroad participated. The Kashag will shortly make official announcement of the new policy.

Teachers receive National Award from President of India

Mrs. Tharlam Dolma Changra, Principal at Central School for Tibetans (CST), Bylakuppe in Karnataka State and Mr. R.K. Bharti, Trained Graduate Teacher at CST Mainpat in Chhatisgarh State were among this years recipients of the prestigious National Awards for Teachers. The Awards were presented by The President of India, His Excellency Dr. A.P.J. Abdul Kalam on Teachers' Day (September 5) at a function held at Vigyan Bhawan in New Delhi which was presided by the Minister for Human Resource Development, Government of India, Shri Arjun Singh. Mr. Tashi Wangdi, His Holiness the Dalai Lama's representative in New Delhi, Education Secretary, Central Tibetan Administration (CTA), and Secretary CTSA were present at the award ceremony. It is the first time that teachers working under Central Tibetan Schools Administration (CTSA) have been honored with the award which is coveted by teachers all across India. Education Kalon Thupten Lungrig and Secretary Karma Gelek Yuthok felicitated the two recipients.

This year's toppers amongst Tibetan students who appeared in the All India Senior Secondary Certificate Examination held in March 2004 were presented the Gadhen Phodrang Student Merit Awards and a prize money of Rs.5000/- each. Kalon Tripa Prof. Samdhong Rinpoche presented the awards at the Tibetan Democracy Day function in Dharamsala on September 2. The award recipients' were Tenzin Zomkey of CST Bylakuppe for Humanities, Tenzin Choegyen of TCV Dharamsala Cantt. for Science, Tenzin Chokden of TCV Bylakuppe for Commerce.

CTSA Foundation Day Celebrations

CST Mussoorie played host venue for this year's CTSA Foundation Day celebrations on October3-4. Mr. Baldev Mahajan, Ex-Commissioner of Kendriya Vidyalaya Sangathan was the Chief Guest. On the first day a spectacular cultural programme was organised in the Tibetan Homes Foundation auditorium by students of CST Mussoorie, CST Shimla and CST Herbertpur. Ven. Karma Gelek, Secretary of DOE in his address, thanked the Government and people of India for their contribution in educating Tibetan children and expressed appreciation for the progress made by CTSA under the leadership of the present Secretary. The chief guest praised the student performers for their professionalism. Mr. Tashi Wangdi, His Holiness the Dalai Lama's Representative in New Delhi and Dr. M.S. Verma, Secretary of CTSA also attended the celebrations. The next day the school band performed a routine followed by a lively gymnastic performance by students of CST Dholanji. This was followed by an exhibition organised by the students.

During the celebrations, the chief guest also presented this year's CTSA Incentive Awards to Shri. S.P. Sharma, Principal of CST Dholanji, Mr. Pema Gyaltsen, TGT at CST Shimla and Mr. Pema Tsewang, PET at CST Darjeeling.

Central Cultural Meet Held

Students representing CTSA schools in the north, east and south zones alongwith CST Paonta Sahib and SOS-Tibetan Children's Village School (TCV), Bylakuppe participated in the Central Cultural Meet 2004 held at Central School for Tibetans, CVP Bylakuppe on July 20-21. The inter-zonal Meet is held once every two years and competitions are held in various disciplines viz. declamation, one-act play, folk dance, group song and dance, duet, poem recitation. In the senior level competitions, CST Bylakuppe won the overall first position while SOS-TCV Bylakuppe and CST Darjeeling came second and third respectively. At the junior level competitions, CST Bylakuppe again stood first followed by CST Kalimpong and SOS-TCV Bylakuppe. Tibetan Homes School (THS) could not participate this year. Dr. M.S. Verma, Secretary CTSA, Delhi and Mrs. Nangsa Chodon, Additional Secretary, Department of Education, CTA attended the Central Cultural Meet. His Eminence Ling Rinpoche also graced the occasion during the Valediction.

Training on Grading System & Evaluation

A two-day training programme on Grading System & Evaluation was conducted for 29 teachers and headmasters from STSA, THF, TCV and Tibetan School, Majnu-ka-tilla. The training was provided by the CTSA at its Headquarters in Delhi on July 23-24.

DOE Counselor Visit Schools

Counselor, Mrs. Donkar Wangmo visited CST Mussoorie, TNMF Clementown, Tibetan Homes Schools at Mussoorie and Rajpur from August 4 - 9. She conducted career guidance sessions with secondary and senior-secondary level students, provided individual counseling to those self-referred or referred by the teachers and in some cases group counseling. She also covered many topics to help build self-esteem and self-confidence among the students. The Counselor also interacted with the teachers and offered suggestions on dealing with student problems.

She shared with the graduating students information regarding seats reserved for Tibetan students for various courses at colleges, scholarships offered by the Department of Education, how to apply and fill application forms. The students were also briefed on the change of pattern in the admission procedure at the University of Delhi and also talked about the career options after class XII.

Workshop on Tibetan Terminology

As per the Kashag's directive, the Department of Education, CTA organized a two-day workshop to formulate a "Comprehensive Project on Standardisation of Modern Tibetan Terminology" held at Dharamsala on June 25-26. Participants consist of professionals both Tibetans and non-Tibetans from various academic institutions from all over India. Organisational structure, principles for standardisation of scientific and technical terminology and dissemination of the new terms were the main topics discussed. Ground preparations are underway and the project is scheduled to start by January 2005.

Human Rights Workshop for Teachers

The Tibetan Center for Human Rights and Democracy (TCHRD), Dharamsala conducted a workshop on Human Rights in collaboration with the Asian Human Rights Commission (AHRC) from August 3-9 at Ecumerical Christian Centre in Bangalore. Senior Tibetan teachers including headmasters and principals of schools in South and Central India attended the workshop. The workshop focussed on creating awareness on human rights and democracy.

School Inspections

The Education Officers Mr. Tsering Samdup, DOE and Mr. A.S. Rawat, CTSA visited CST Herbertpur and TNMF School, Clementown for annual academic inspection from September 1-3. Mr. Tsering Samdup and Ms. Yarphel Ghani, Principal of CST Paonta Sahib visited Ling Gesar Tibetan School at Manduwala near Dehradun. DOE Education Officer also visited CST Mussoorie from September 4-8.

Education Officers Mr. Tsering Phuntsok, DOE, Mr. G.S. Saini, CTSA and Mr. S.P. Rana, Deputy Education Officer CTSA inspected the schools at CST Tenzingaon including pre-primary branch at Bomdila and Sambhota Tibetan School in Shillong from September 23-27.

The Representative at Tenzingaon and Tibetan Welfare Officer in Shillong accompanied the Education Officers during the respective school inspections. They interacted with students, teachers and parents and provided suggestions for further improvement in the academic matters. It was encouraging to learn that the local Tibetan community actively participated in the overall development of the schools.

Annual Service Award for School Staff 2004

The Department of Education, CTA conferred the Annual Service Award for School Staff 2004 to 27 school teachers and staff who have completed 25 years of service in the schools. The recipients are as follows:-

The award recipients were presented with a service certificate and a traditional Tibetan Thanka as a gesture of appreciation on the behalf of all Tibetan students.

Central School for Tibetans, Tenzingaon

The Central School for Tibetans, Tenzingaon was established in 1972 in a temporary shed at Camp No.2 in Tenzingaon Tibetan settlement. Due to increasing student strength, a new permanent building was constructed during 1977-78 on land donated by the settlement measuring 15040 square meters.

Central School for Tibetans, TenzingaonGeographically, Tenzingaon is located in West Kameng district about 200 km from Tezpur city in the Indian State of Arunachal Pradesh. It is a hilly region with all the bounties of nature surrounded by beautiful snow clad mountains with thick forests all around. This school is managed by the Central Tibetan Schools Administration, New Delhi under the Ministry of Human Resource Development, Government of India. CST Tenzingaon is a day school having classes from Pre-Primary to Class VIII. It follows the CBSE curriculum.

The school has a beautiful campus with surrounding boundary wall and one main entrance gate from the north side. It has a newly constructed basketball court cum assembly ground in front of the main school building and a volleyball court behind the school office. It has three main blocks consisting of middle section, primary section, resource center, library, computer lab, science lab and drawing room. The school has a spacious multi-purpose hall within the school premises donated by the DOE, Dharamsala. Adjacent to the school, there is a hostel for girls and boys managed by the settlement office. The 148 hostel students who hail from the nearby town of Tawang and other areas of the district attend the school.

In the academic field, the Common Annual Examination results of classes V & VIII in the year 2003 was 95.2% and 90% respectively and over all pass percentage of the entire school was 95%. The school took part in the CTSA East Zone Cultural Meet at Kalimpong from 14 to 15 July 2004 and bagged 2nd position in Hindi group song. Besides, the school cultural troupe was declared winner at the inter-school cultural competition held during Indian Independence Day celebrations at Shergaon this year.

The school has a total strength of 380 students including pre-primary sections at Tenzingaon and Bomdila. The school has a sanctioned post of 22 teachers and 3 office staff. Mr. Tsering Chokyap is the present headmaster of the school.

Scholarship News

  1. The Department of Education has selected Master Tenzin Jamyang to pursue a baccalaureate course at Atlantic United World College, United Kingdom. The department is grateful for the second scholarship offer given by Atlantic UWC through the Representative, Office of Tibet, London.
  2. For the Mahindra United World College, Pune baccalaureate course scholarship, the Department of Education has selected Miss Tenzin Dechen to undergo the course and would like to thank Mahindra UWC for the scholarship offer.
  3. The Department of Education has selected Mr. Migyur Dorjee, Mr. Gachoe Jampa and Mr. Tenzin Choesang to undergo three-year Russian language study at Kalmyk Republic, Russia. The Department would like to convey its gratitude to Telo Tulku Rinpoche for the financial assistance.
  4. Twenty short-listed students undertook selection test for the UK Pestalozzi Village Scholarship at New Delhi from July 19-21. The Department would like to thank the UK Pestalozzi Village for providing scholarship to Tibetan students every year.
  5. The DoE Scholarship Committee in its meeting held in July awarded a total of 78 scholarships for deserving students to pursue undergraduate and vocational courses in colleges and universities in India beginning this academic year.
  6. Ø For Annie Wright School scholarship, USA, the Department of Education selected Miss Tenzin Dolkar to pursue studies at the Annie Wright School, Seattle, USA from this fall session. The Department would like to thank the school for providing scholarship.

Project News

School Supplementary Diet
We would like to thank SOIR-IM Sweden/Rajpur and Mr. Christopher Walter of the United States for providing substantial funds towards supplementing students' diet in Tibetan residential schools and Central Institute of Higher Tibetan Studies, Sarnath since last few years. This year's earmarked funds have already been disbursed to the schools.

Additional Hostel Construction, STS Pokhraibong
The additional hostel construction project at Sambhota Tibetan School at Pokriabong in West Bengal State has begun and on completion will benefit the 160 students from remote areas currently studying there. We are thankful to the President of Body and Balance, Austria and their friends for supporting this project.

CST Paonta Staff Housing (2nd Phase) Construction
The construction of Principal's quarter and guestrooms at CST Paonta is under way. We thank Music Eight Co. of Japan for providing funds for this project.
