Students appear for Board Examinations
All India Senior School Certificate Examination (AISSCE) and All India Secondary School Examination (AISSE) conducted by Central Board of Secondary Education, Delhi began March 1 and will conclude on April 5. About 1670 students of Class X from 26 Tibetan schools and 1075 students of Class XII from 14 Tibetan schools in India have appeared for the Board examinations. The results are usually declared in the last week of May. This year, for the first time, students of Tibetan Children's Village School at Selakui and Sambhota Tibetan School at Bhuntar are appearing for AISSE.
Kalon Briefs Heads of Settlements on BEP
Education Kalon and Education Secretary briefed Heads of Tibetan Settlements on the Basic Education Policy for Tibetans in Exile on January 22 during the 5th Administrative Meeting of Heads of Settlements (Jan 22-24) at Dharamsala organised by the Department of Home, CTA. The briefing was followed by lively interaction and a dinner hosted by the Education Department.
CTSA Incentive Awards
The incentive awards for the year 2005 to teaching and non-teaching staff of Central Tibetan Schools Administration for their dedicated and meritorious services were presented at a function held on January 5, 2007 at the CTSA Headquarters at Rohini, Delhi. Sh.A.K. Gupta, Principal, CST Herbetpur; Sh. S.C. Rauto, TGT (Sc.), CST Mussoorie; Sh. Youngdung, Music and Dance teacher, CST Mussoorie & Smt. Dawa Dolma, PRT, CST Bylakuppe were the recipients of the award in the teaching staff category. Under the non-teaching staff category, Sh. Sushil Kumar, Assistant at CTSA Headquarters and Sh. B.M. Mahadevaiah, Chowkidar of CST Gurupura received the awards.
Shri. S.C. Khuntia, Chairman, CTSA was the Chief guest of the function. Kalon Tempa Tsering, Representative of H.H.the Dalai Lama, New Delhi and Shri. Vineet Joshi, Director, CTSA were present at the occasion.
Tibetan Language Introductory Course Examination
Tibetan Language Introductory Course Examination 2006 for non-Tibetan staff (Incentive scheme) working in CTSA schools was conducted on 5th December 2006. Out of 19 candidates who appeared, four have successfully passed the course. They are Mr. C.L. Meena, PET, CST Gothangaon; Mr. Narsingh Thakur, TGT, CST CVP Bylakuppe; Mr. Santosh Kumar Singh, PRT, CST Miao & Mr. Ramanuj Kumar, PRT, CST Bylakuppe. CTSA provides an incentive award scheme of Rs.2500 to the successful candidates in order to encourage Indian staff acquire basic proficiency in Tibetan language and facilitate classroom instruction to the Tibetan students.
School Inspection
The annual inspection for CST Chandragiri and its primary school branches at Mahendragarh & Lobersing was conducted on March 11-12. Mr. Tsering Phuntsok, Education Officer DOE & Mr. S.P. Rana, Deputy Education Officer CTSA constituted the inspection team. The Representative of Phuntsokling Tibetan Settlement Mr. Nyima Tashi and Principal Mr. J.M. Verma accompanied the team during inspection. They examined the utilisation of various physical and educational facilities provided in the schools and observed classroom teaching and learning; exhibitions organised by the students; cultural activities and aerobic exercises. They also interacted with the students and teachers. The school was established in 1965 under the management of CTSA Delhi. It is a secondary school with 307 students and 33 staff. The school has performed well in the Board examination held in March 2006 with 93.75% pass percent.
Guidance & Counseling Programme
Counselors, Mr. Jamyang Wangyal & Ms. Chokey Lhamo provided guidance & counseling services to the students of class VIII and above at CST Bylakuppe, CST CVP Bylakuppe, CST Gurupura, CST Kollegal & CST Mundgod from January 7 to February 8. The areas covered included self-understanding, SWOT analysis; career options after class X & XII, listening skills, goal setting, DOE scholarships and peer pressure. Besides, they met students individually and counseled one on one. In the evening, they conducted group sessions.
The counselors also visited CST Sonada on March 21 & CST Darjeeling on March 22 and counseled the outgoing class X & XII students on understanding adolescence, career options after class X & XII, scholarships etc.
Establishment of East Zone Guidance & Counseling Cell at Darjeeling The Department of Education is opening a new East Zone Guidance & Counseling Cell at Darjeeling on April 9 that will cater to the needs of the Tibetan students studying in and around Darjeeling as well as in the far-flung areas in North-East & Nepal. Ms. Chokey Lhamo, who has obtained her Masters Degree in Psychology from M. S. University, Baroda & her postgraduate diploma in Clinical Counseling from Jamia Millia Islamia University, Delhi will be the Resident Counselor.
Workshops
Workshop held for School Heads: Department of Education conducted a capacity building workshop for heads of schools under Tibetan Children's Villages and Tibetan Homes Foundation at the College of Higher Tibetan Studies, Sarah from January 3-7. Twenty-eight principals & headmasters attended the workshop which included orientation on the Basic Education Policy (BEP). Tibetan and Indian resource persons were invited to speak on Tibetan traditional education system, teacher-pupil relationship, inclusive education, substance abuse, counseling, yoga etc. Kalon Tripa Prof. Samdhong Rinpoche, Kalon Thupten Lungrig, Secretary Karma Gelek Yuthok, Dr. Claude Alvares, Dr. Ramu Manivannan were some of the distinguished resource persons at the workshop. The participants were also taken on a tour of Mevon Tsuglag Peton School, the first BEP model school.

Low Cost Teaching Aids Workshop: The second workshop on use of low cost teaching aids was conducted at Eklavya Institute of Teacher Education (EITE), Ahmedabad. The focus of the workshop was on ways to use locally available resources and teacher's creative mind in making learning more child-friendly and effective. Twenty-five primary teachers from 20 Tibetan schools of TCV, THF, STSS, CTSA, Majnu-ka-tilla & Manduwala attended the workshop in two batches from January 3-13 & January 15-25 covering a wide range of topics in Math and Science. Besides, they undertook class observation at the Eklavya School and visited the famous Sabarmati Gandhi Ashram & Akshardham temple. Joint Secretary Tashi N. Rikha and Education Officer Tsering Phuntsok paid a visit to EITE during the above workshop and met the participants and faculty members.

| Senior Tibetan Language Teachers' Workshop at Sarnath: Department of Education, CTA organised a Tibetan language workshop for post-graduate teachers at the Central Institute of Higher Tibetan Studies (CIHTS), Sarnath from February 8-12. Nineteen senior Tibetan language teachers from 16 Tibetan schools across India and Nepal attended the workshop. At the inaugural function, the chief guest Prof. Ngawang Samten, Director CIHTS stressed upon the need to provide our children a meaningful education not only for the intellectual development but also the spiritual development to create a more harmonious and peaceful society. The workshop mainly focused on the effective teaching of Tibetan language and dialectics; basic education policy; sharing teaching-learning experiences among the participants and deliberation on improving the functioning of the Tibetan language committees in the schools. The resource persons comprised of learned scholars at the institute. The workshop concluded on Feb.12. Education Officer Tsering Samdup and Under-Secretary Kalsang Rinchen coordinated the training programme. |

| Inservice Training of PRTs of CTSA Schools: A 10-day inservice training for primary teachers (General) working in CTSA schools was conducted by Department of Education from March 20-29 at CHTS Sarah. The training focused on methodologies for teaching Tibetan, Maths, Science and Social Studies; along side orientation on basic education policy, dialectics, grading system and traditional Tibetan calligraphy writing on Jangshing (wooden plank). The participants also visited Mevon Tsuglag Peton School. Education Secretary Ven. Karma Gelek Yuthok and Kalon Thupten Lungrig were the chief guests for the inaugural and closing function, respectively.

Established in 1976, the Central School for Tibetans, Kollegal is located in Dhondenling Tibetan Settlement at Odeyarpalya village in the south Indian state of Karnataka. The nearest town, Kollegal is 45 kms away. The day school is run and managed by the Central Tibetan Schools Administration (CTSA), Delhi, an autonomous body under the Ministry of Human Resource Development, Govt. of India. It is a secondary school affiliated to Central Board of Secondary Education, Delhi. Over the years, the school has progressed and grown into one of the biggest secondary day school.
The school has a beautiful campus of 9.4 acres with all necessary infrastructure such as spacious classrooms, well-stocked library, teaching-aids resource room, computer section, science & math laboratories, basketball court, football field, gym, multi-purpose hall, games & sports room, a counseling cell and a tailoring & woodcraft section. The school is connected online via the Internet and is equipped with Xerox, fax, electric generator and duplicating machine. Staff accomodations have been built in and around the campus. The school enjoys good relations with the parents, local community and the settlement office. The local Dzogchen Monastery, PTA and local organizations are actively involved in the development of the school.
The school has shown consistently good academic results in previous years and achieved 92% result, which includes compartment results, in 2006 class X Board Examination. Various co-curricular activities viz. debates, quizzes, exhibitions, games and sports are conducted in the school in addition to strong emphasis on Tibetan cultural activities and performing arts. Last year, the school reached the quarter finals at the CBSE cluster VII soccer tournament held at Jain International School, Kanakpura, Bangalore and also bagged many prizes at the South Zone Cultural Meet organized by CTSA. The school has a well-established Boy Scouts and Girl Guides programme, organising camps and many social activities and has taken part in the 185th National Adventure Programme held at National Adventure Institute, Pachmarhi (M.P.) in 2005. Currently, the school has an enrolment of 658 students from pre-primary to class X and 33 teaching and 6 non-teaching staff. It has 3 pre-primary sections. Principal Mr. K.P. Singh heads the school.

The children's reading materials in Tibetan: 'nagpo gyaling' - Gesar episode for Children and 16th issue of 'Gangjong' a bi-annual publication for school children, have been published and distributed to all Tibetan schools in India, Nepal and Bhutan.
Following books and periodicals worth about Rs. 98,000 donated by the Norbulingka Institute, Dharamsala have been distributed to Tibetan schools free of cost: Buddhist Psychology by Tarab Rinpoche (350 copies); Nor-O (894 copies); Nor-De (4460 copies); Nor-Dzue (1336) & Nor Gyun (1063).
Following books have been published and sent to all Tibetan schools with financial assistance from Comic Relief through Tibet House Trust, London, U.K.: (1) Mathematics for Class VIII (Tibetan edition); (2) Tibetan Workbook for Class VIII; (3) 'Nyugsar', Vol. 9-a collection of Tibetan essays by students; and (4) 6th issue of 'Sherig' Journal, a compilation of articles covering varied topics on education, language, culture, value education, general knowledge etc.
We wish to thank Dr. Gabriele Rabkin for donating 63 copies of her book titled: Far Away From Home, a collection of stories and paintings by Tibetan children in Diaspora vividly depicting their hopes, concerns and aspirations. A copy of the book will be distributed to the schools. |  |
1. Officers attend Capacity Building Workshop: Three DOE officers participated in a project management cum logical framework workshop January 8-11 organised by SOIR IM Rajpur at Songtsen library, Dehradun. The workshop focused on enhancing project management skills and networking with donor and stakeholders. The workshop follows the successful implementation of first year activities of the Land program, which focused on career counseling, database and teacher training. We thank SOIR IM for their generous support and long association with DOE.
2. Comic Relief projects completed: DOE has successfully implemented and completed the Comic Relief funded projects (2004-'06) viz. translation and publication of science and mathematics textbooks, career counseling activities and production/purchase of teaching aids. Science textbooks for Classes VII & VIII and books on historical kings are in process of completion. We thank Comic Relief for funding the project and Tibet House Trust (London) for their support and cooperation.
3) STS Pokhriabong Drinking water project: Water pipelines stretching 3 kms from the main source to the school has been successfully laid along with construction of a new water tank through joint funding from Rotary club of Salzburg, Austria and America Himalayan Foundation (US). The project has solved the safe drinking water problem of the school after many years. We thank the donors for their kind financial assistance.
4) Danish Children Fund Projects Completed
(a) Construction of STS Bhuntar Pavement: The cementing of paths and pavements between the classrooms, dormitories and staff quarters has been completed in March 2007. This has helped immensely to keep the classrooms and school surroundings clean and beautiful throughout the year.
(b) Renovation of STS Gangtok Classroom : The classroom renovation project was successfully completed in January 2007. Children and teachers are happy with improved condition of classrooms.
(c) Renovation of school building at CST Chauntra: Renovation work at the school has been successfully completed, namely re-flooring and cementing the corridors of primary classrooms, concrete cementing around the main electricity transformer, land leveling, rough cementing and rain water drainage near old school building.

The Department of Education has issued public announcements of its annual DOE Scholarships for this year with application deadline 15th June 2007; Songtsen Scholarships with application deadline 30th June 2007; FUR scholarships with application deadline 30th June 2007; Pestalozzi Scholarships 2008 with application deadline 12th June 2007 and three UWC scholarships (Atlantic, Mahindra and Costa Rica) with application deadline 12th June 2007. The application forms and announcement copy can be obtained from respective Settlement/Welfare Officer or Principal of secondary & senior secondary schools at a nominal cost or can be downloaded free of cost from our website www.sherig.org.
The High Level Scholarship Committee (HLSC) of CTA made short listing of 2008 Tibetan Scholarship Program, USA whereby 33 candidates for the Degree category and 35 candidates for the Non-Degree category were found eligible to appear for preliminary selection at New Delhi in the second week of April 2007. The final selection will be done through interview with expert panel chaired by the Exchanges Officer, Public Affairs Section of American Center, New Delhi.
